Vision and Mission

• to provide advice to the state government on policies and programmes for enhancing quality standards in school education.
• to undertake, aid, promote and coordinate researches in areas related to school education.
• to prepare and publish textbooks, supplementary educational materials, newsletters, journals and other related literature.
• to organise pre-service and in-service training for teachers.
• to develop and disseminate innovative educational techniques and practices.
• To develop digital resources, and contents for ICT enabled transaction
• to collaborate and network with education departments of other states, universities, NGOs and other educational institutions.
• to act as a clearing house for ideas and information in matters related to school education.
• to act as a nodal agency for universalisation of school education.

The academic endeavours of SCERT are envisaged keeping in view the broader perspectives of the National Policy on Education (NPE) and the National Curriculum Framework. The educational needs of the state are identified mainly through the mechanism of the State Coordination Committee (SCC) which provides a platform for interaction between the NCERT faculty and the senior functionaries of the State Education Department.

SCERT has its own structural arrangement to facilitate the execution of its functions. It acts as the Research and Documentation Institute at the state level by providing guidance, support and assistance to the State Education Department in its endeavour to improve the quality of elementary and secondary education and teacher education. To achieve this goal, SCERT conducts research studies, develops information systems, formulates curricular policies, designs syllabi and instructional materials, coordinates in-service education for teachers at all levels through DIETs and CTEs and develops strategies for improving pupils’ evaluation procedure. SCERT also functions as the state resource body to provide academic support to all stages of school education from pre-primary to higher secondary.

In addition to the above functions, SCERT collaborates with various agencies working for the qualitative improvement of education in the State. Collaborations with the extension departments such as National Council of Educational Research and Training (NCERT); National University of Educational Planning and Administration (NUEPA); English and Foreign Languages University, Hyderabad(EFLU); Regional Institute of English, Bangalore(RIE); Regional Institute of Education, Mysore(RIE); Pandit Sunderlal Sharma Central Institute of Vocational Education (PSSCIVE) Bhopal, Central Institute of Languages, Mysore(CIL); Department of Education of the University of Kerala; Directorate of Higher Secondary Education (DHSE) and Directorate of Public Instruction (DPI),  Colleges of Teacher Education (CTEs); Institute of Advanced Studies in Education, Thrissur (IASE); State Institute of English, Thrissur (SIE); Samagra Siksha Abhiyan (SSA); State Institute of Educational Technology (SIET); State Institute of Educational Management and Training (SIEMAT); Kerala Infrastucture and Technology for Education (KITE) have greatly enhanced the effectiveness of programmes envisaged by SCERT.

The Governing body and the General body are the two main bodies for decision making in the academic as well as non-academic matters. The academic activities and programmes are carried out by five departments/units. Each department has academic faculty that include Associate Professors, Assistant Professors, Research Officers, Lecturers etc. The Finance Officer, Senior Administrative Assistant, Accounts Officer, Superintendents and ministerial staff form the main administrative section of SCERT.
